LACNIC will Present an Implementation Plan for the IPv4 Transfer Policy between the RIRs

During the next Public Policy Forum in Panama, LACNIC will present the implementation plan for policy 2019-1, which enables IPv4 resource transfer to other Regional Internet Registries (RIRs).
During the session, LACNIC’s Area of Services and Technology will provide a detailed explanation of the systems that must be modified and adapted, as well as the coordinating actions that need to be carried out with different organizations for the implementation of this policy.
In addition, this session will announce the date in which LACNIC member organizations will be able to start transferring IPv4 blocks between members of other Regional Internet Registries.
The proposal to enable IPv4 resource transfer between LACNIC and other Regional Internet Registries achieved consensus in the last Policy Forum and Policy List, extending the current IPv4 transfer mechanism within Latin America and the Caribbean to other regions of the world. Thus, LACNIC is aligned with an already-existing mechanism through which the APNIC, ARIN and RIPE-NCC registries allow bidirectional transfers of IPv4 blocks.

Nine Policy Proposals.
LACNIC 32 Policy Forum will analyze nine proposals presented by the LACNIC community. Seven of them have been under discussion at the Punta Cana Forum and there will be two new proposals to discuss during the session in Panama.
Edmundo Cázarez-López proposes to extend to three weeks the time to present a policy proposal at the Forum. Currently that period is one week.
Nine Policy Proposals.

In addition, Jordi Palet Martinez proposes a policy to unify everything related to resource revocation in the Policy Manual. His proposal states that resource revocation should apply to any repeated and/or continuing policy violation, as well as fraud or non-payment. This policy modifies certain sections of the manual to prevent duplications. A time is defined for the incorporation of IPV6 and ASN resources into the pool after their recovery or return.
Since the last Forum, the other eight policy proposals to be analyzed are still at the initial discussion stage:
Abuse Contact.
A mechanism is proposed to validate WHOIS abuse contacts (abuse-c and abuse-mailbox) of LACNIC member organizations and thus be able to report abuse cases and try to resolve them adequately. To watch the video click here.

Known as AUP – Acceptable Usage Policy, this policy seeks to curb possible activities that are disturbing and contrary to the spirit of the Policy List. To watch the video click here.
Three Merger Proposals.
Three specific policy proposals on ASN,IPv4 and IPv6 are suggested to update the manual in the event of a merger, acquisition or reorganization.
Electoral Procedure (PDP Moderators). This proposal sets out changes in the PDP regarding the procedure for electing moderators. To watch the video click here.
Resources Are Assigned in a Unique and Exclusive Capacity The purpose is to specify that resources are assigned in an exclusive capacity, as noted in various sections of the Policy Manual. To watch the video click here.
