By \u00a0Jorge Villa<\/a>,\u00a0Esteban Lescano<\/a>\u00a0and\u00a0Ricardo Patara<\/a><\/strong>,<\/strong> representatives of the LACNIC region on the Number Resource Organization Number Council (NRO NC)<\/p>\n\n\n\n

The Regional Internet Registry System is one of the pillars of Internet governance, an open and inclusive model based on community participation. To ensure its robustness and relevance, a periodic review of its underlying principles is essential.<\/p>\n\n\n\n

In this spirit, the NRO Number Council has published a new draft titled \u201c<\/a>Document for the Recognition, Maintenance, and Derecognition of Regional Internet Registries<\/a>.\u201d This document proposes a comprehensive review of ICP-2 (which was published in 2001), updating the operating principles of Regional Internet Registries and the requirements for the establishment of new RIRs.<\/p>\n\n\n\n

The goal of this work is not to change the fundamental structure of the system, but rather to strengthen its clarity, stability, and governance. Consequently, the new draft includes criteria for RIR operation that will allow their evaluation and which, in case of non-compliance, may lead to a potential derecognition.<\/p>\n\n\n\n

As representatives of the LACNIC region on the NRO NC, we wish to stress the importance of hearing voices from our community in this consultation. This is a key moment for Latin America and the Caribbean to contribute and help enrich a global dialogue with our local experiences and perspectives.<\/p>\n\n\n\n

The consultation will be open from 14 April to 27 May 2025, and has been designed to be participatory, accessible, and transparent.<\/p>\n\n\n\n

How can you participate?<\/strong><\/p>\n\n\n\n

The consultation is open<\/a> to all members of the Latin American and Caribbean Internet community. There are two primary ways to engage:<\/p>\n\n\n\n

1. Through the ICP-2 Consultation mailing list<\/strong><\/p>\n\n\n\n

One of the most direct ways to get involved is through the consulta-icp2@lacnic.net mailing list, where comments will be received throughout the consultation period. To participate, you must subscribe<\/a> by completing a short form. In some cases, identity verification may be required. Messages sent to the list will be publicly archived at https:\/\/mail.lacnic.net\/pipermail\/consulta-icp2\/<\/a><\/p>\n\n\n

Participation will formally begin on 21 April<\/strong>, with an initial email explaining how the feedback dynamics will be organized.<\/p>\n\n\n\n

2. By participating in the Open Session at LACNIC 43<\/strong><\/p>\n\n\n\n

Another way to engage is by attending the open session dedicated to this topic during LACNIC 43.<\/p>\n\n\n\n

We are particularly interested in your views on whether the document provides sufficient clarity<\/strong> about the ongoing obligations of an RIR and the proposed remediation steps in case these obligations are not met. Please note that this consultation does not cover implementation-related aspects. As always, constructive and respectful contributions from the LACNIC community\u2014in line with the LACNIC Community Code of Conduct<\/a>, will be highly valued.<\/p>\n\n\n\n
